Building Stronger Neighborhoods: How Invest DSM is Transforming Des Moines One Block at a Time
Des Moines has always been a city shaped by its neighborhoods, where each block tells a story. But as some areas began to show signs of disinvestment and aging infrastructure, city leaders and local stakeholders knew it was time for a bold, focused approach to revitalization. That’s where Invest DSM came in.
Established in 2019 through a partnership between the City of Des Moines and Polk County, Invest DSM was created to spark reinvestment in the city's core neighborhoods. Rather than spreading resources thinly across the city, the organization focuses on a
few select districts at a time—targeting efforts where they can make the biggest impact. These districts include areas like Columbus Park, Franklin Avenue, Drake, and Oak Park/Highland Park—each with rich histories but also pressing needs for repairs, updates, and renewed community energy.
At its core, Invest DSM is about more than just fixing houses. It’s about revitalizing entire neighborhoods. The organization offers several grant programs that empower homeowners and landlords to renovate homes, improve curb appeal, and preserve the character of historic areas. Matching grants help residents cover the costs of everything from new roofs and windows to fresh paint and landscaping. These upgrades don’t just beautify homes—they build confidence, increase property values, and foster pride in the community.

On a larger scale, Invest DSM is also investing in strategic redevelopment. This includes acquiring neglected properties, coordinating with developers, and ensuring that housing remains affordable and sustainable. The aim is to prevent gentrification while still uplifting the entire neighborhood.
What sets Invest DSM apart is how it engages directly with residents. The organization regularly holds community meetings, listens to feedback, and tailors programs to meet the real needs of each district. The results so far have been inspiring: hundreds of homes have been improved, vacant lots have been repurposed, and entire blocks have experienced a renewed sense of purpose.
In a time when many cities are struggling with how to support aging neighborhoods without pushing people out, Invest DSM offers a practical, people-centered solution. By working block by block, and home by home, they’re proving that smart, targeted investment—when done with community partnership at the heart—can truly transform a city.
